Anyway, it lets your characters hem and haw about justice and whether this is good or bad and we all get to have a fun time until one of THEM gets arrested for a precrime! And then, your stakes? Well now they're PERSONAL, baby.
Utahraptor: Plus it exists in real life too!
T-Rex: What? No it doesn't!
Utahraptor: Okay, fine, it doesn't. Now bring some lockpicking tools into England or Japan and wander around brandishing them, and see how long you last even WITHOUT any intention of picking locks not your own!
