Mr. Tusks: Our population consisting exclusively of pygmy wild animals is in danger of becoming unsustainable. Therefore I must impose a tax based inversely on weight. The heavier an animal, the less the tax.
Mr. Tusks: Since I, an elephant, am the heaviest on the island, I will be the standard of measurement at zero tax.
Off panel: Order the lions to begin rounding up all lightweight citizens. I want the tax to be confiscated directly from their bank accounts so they can't weasel out of their obligations.
